In order to support resource-exhausted cities, independent industrial and mining areas, and coal mining subsidence areas to resolve social conflicts and promote transformation and development, in accordance with the "Central Central to Local Resource-Exhausted City Transfer Payment Measures" (Cai Yu  No. 103), the resources are exhausted in 2018 The city transfer payment is distributed to your province (autonomous regions, municipalities directly under the Central Government, cities with separate plans).
Provincial finance departments should appropriately increase the scale of transfer payments and improve the allocation method of provincial transfer payments in accordance with the transformation and development of local resources-exhausted cities, independent industrial and mining areas, and coal mining subsidence areas, and focus on the prominent contradictions in fiscal revenue and expenditure. Pilot cities with resource depletion, independent industrial and mining areas and coal mining subsidence areas with heavy transformation and development tasks are inclined. The grass-roots financial departments in resource-exhausted cities, independent industrial and mining areas, and coal mining subsidence areas included in the subsidy scope shall strengthen budget management, optimize expenditure structure, formulate fund use and performance target programs, and effectively use transfer payment funds for prescribed areas and directions.
