While grasping the benign situation of the "six transitions", we must also clearly recognize that there are still some problems and challenges in Guizhou's fiscal work: the inflection point of high fiscal revenue has emerged, and with the further advancement of tax and fee reduction policies, Contradictions in fiscal revenue and expenditure will become more prominent; some counties have high pressures on wages, insurance operations, and basic livelihood expenditures; in some areas, they are divorced from reality and there are problems such as exceeding their own financial commitments, which affect fiscal sustainability; and some localities violate regulations. In addition to raising debts in disguise; except for the 18 counties to be withdrawn in 2018, there are still 33 counties in the province that have not yet lifted their hats, and the task of financial protection to overcome poverty is extremely difficult, and so on. We will further focus our efforts on major issues and continue to support the three major offensives. We will support the adjustment of the agricultural industrial structure in dam areas of more than 500 mu, support the implementation of the “1 + 7” follow-up support measures for ex-situ poverty alleviation and relocation, and continue to improve the infrastructure conditions in poor areas. Support the accurate implementation of the "three guarantees" policy for education and medical housing, coordinate funds to support poverty alleviation in deep poverty counties, and accelerate the construction of a dynamic monitoring system for poverty alleviation funds. Promote the implementation of the top ten sources of pollution treatment and urban sewage treatment to improve quality and efficiency, etc., implement the pilot project of ecological protection and restoration of landscapes, forests, lakes, and grasses in Wumeng Mountain, Guizhou, and establish and improve ecological compensation systems within and across provinces. Further implement a proactive fiscal policy and continue to promote economic transformation and upgrading. Innovate financial funding support methods, guide capital and resources to focus on strategic key areas, and support the use of new data technologies such as big data, mobile Internet, sensor networks, and supercomputing. We will implement policies such as incentives for investment in research and development, and reforms in the management of financial research projects, and guide the gathering of high-quality resources and services to SMEs. Make full use of various provincial-level special funds to support the development of private enterprises, and provide active support to "individual transfer enterprises", "enterprise transfer regulations", "regulation transfers", and "share transfers" enterprises. Standardize and promote PPP and government purchase services, improve the management and operation level of government investment funds, improve fiscal policy measures such as promoting private investment, support the development of "4321" policy guarantee business, and guide financial capital to better serve the real economy.
The role of finances should be further brought into play so that the people can get more benefits.
